Project description Young children have been the focus of a range of government initiatives since 1997, aimed at improving outcomes for children in later life. These initiatives have included Sure Start Scotland, provision of nursery places, and other local and national initiatives. In the last few years there has been a move to integrate these policies, and to bring together the agencies providing services to these groups.
CRFR along with the National Centre for Social Research conducted a 2 stage evaluation of integration of early years policies on behalf of the Scottish Executive. The first stage was a feasibility study, investigating what indicators might be used to evaluate outcomes, and consulting with a range of stakeholders on their views of feasible and practical evaluation. Stage 2 comprised an ‘indicator study’ involving compiling and reporting on existing indicators on child and family health and well-being, and how they might be used to evaluate outcomes for children together with two case studies (one urban and one rural a combination of in-depth interviews and focus groups were used with service planners, providers and users in each of the areas. Existing evaluations were reviewed and local services mapped, with a view to gaining a picture of integration in each area.
